Pothole Repair: Why They Form and How to Fix Them Fast

Potholes are not random — they form in predictable ways and in predictable locations. Understanding why they form tells you how to fix them properly and prevent them from coming back.

What Actually Causes Potholes

Potholes do not appear overnight. They are the end result of a progression that starts with water and ends with structural failure.

The Pothole Formation Sequence

1. Surface crack forms — from freeze-thaw cycling, oxidation, or load stress

2. Water enters through the crack — rain, snowmelt, or irrigation water infiltrates the pavement structure

3. Water weakens the base — the aggregate base and sub-grade lose load-bearing capacity when saturated

4. Traffic loads exceed weakened capacity — vehicle weight causes the surface to flex and break

5. Surface material dislodges — chunks of asphalt break free under traffic, creating the bowl-shaped hole

This is why potholes are most common in late winter and early spring in Virginia — freeze-thaw cycles have been working on the pavement all winter, and the first warm rains saturate the weakened base.

Where Potholes Form First

Potholes are not random. They concentrate in:

  • Areas with existing cracks — water entry points
  • Low spots where water pools — prolonged saturation
  • High-stress areas — turning lanes, braking zones, dumpster pads
  • Edge areas — where lateral support is weakest
  • Utility cut patches — poorly compacted backfill settles and cracks

Temporary vs. Permanent Fixes

Not all pothole repairs are equal. Understanding the difference prevents you from paying for a temporary fix when you need a permanent one — or vice versa.

Temporary Repair: Cold-Patch

Cold-patch is the bagged asphalt material available at hardware stores and used by road crews for emergency repairs.

When it is appropriate:

  • Emergency repair to eliminate an immediate safety hazard
  • Winter repair when permanent methods are not feasible
  • Very small potholes (less than 6 inches diameter)

Limitations:

  • Does not bond well to existing asphalt
  • Fails quickly under traffic and temperature cycling
  • Not a structural repair — does not address the base problem
  • Expect 3 to 12 months of service life

Cost: $5 to $15 per bag (DIY); $50 to $150 per pothole (contractor)

Permanent Repair Option 1: Cut-and-Patch

Cut-and-patch is the standard permanent pothole repair method.

Process:

1. Saw-cut a clean rectangle around the damaged area

2. Remove all failed material down to stable base

3. Inspect and repair the base if needed (add aggregate, compact)

4. Apply tack coat to the cut walls

5. Fill with hot-mix asphalt in lifts

6. Compact to match surrounding surface grade

When to use it:

  • Potholes larger than 12 inches in any dimension
  • Areas with base failure (soft or unstable material below the surface)
  • High-traffic areas where longevity is critical

Expected lifespan: 10 to 20 years when done correctly

Cost: $200 to $600 per repair area (contractor)

Permanent Repair Option 2: Infrared Repair

Infrared repair uses a specialized heater to soften the existing asphalt around the pothole, allowing it to be reworked and recompacted with new material added as needed.

Process:

1. Infrared heater softens the damaged area (and surrounding asphalt)

2. Failed material is raked out and rejuvenating agent is added

3. New hot-mix asphalt is added to fill the void

4. The entire area is compacted as a seamless unit

Advantages over cut-and-patch:

  • Seamless repair — no saw-cut edges for water to infiltrate
  • Faster (30 to 45 minutes per repair vs. 1 to 2 hours for cut-and-patch)
  • Less material waste
  • Better for surface-level failures where the base is still sound

Limitations:

  • Not appropriate when base failure is present (the base must be addressed separately)
  • Requires specialized equipment

Cost: $150 to $400 per repair area (contractor)

1. Sealcoat on schedule — closes surface pores and hairline cracks before water can enter

3. Maintain drainage — water that drains off the surface cannot infiltrate and weaken the base

4. Address soft spots early — areas that flex underfoot are pre-potholes; repair them before they fail completely
